依据中华人民共和国教育部2003年颁布的《普通高中课程方案(实验)》和《普通高中英语课程标准(实验)》,并结合我区高中教学现状制定本考试标准。
普通高中学业水平考试是政府设立的以国家普通高中课程标准必修内容为主的统一考试。高中学业水平考试的功能是:检测普通高中教学状况,为评估学校教育、教学绩效提供依据;检测普通高中学生修业状况,为评价是否达到课程基本标准提供依据;为普通高等学校招生提供基本学业信息。高中学业水平考试属标准参照性测验,应具有较高的信度、效度和适当的难度。
着重考查学生的语言知识和语言技能,以及运用所学知识和技能获取信息、处理信息、分析问题和解决问题的能力。
一、知识与能力要求
普通高中学业水平考试要求考生掌握包括语音、词汇、语法、功能意念和话题等英语语言基础知识。在此基础上提高听、读、写三个方面的技能以及这三种技能的综合运用能力。
1. 能运用本标准“词汇表”中所列的2100个左右的单词和400个左右的相关词组,并能根据所学构词法知识猜测新词词义。
2. 能掌握本标准中所列的语法项目(标*项目只要求了解),并能在听、读、写的语言实践中正确运用。
3. 能就本标准中所列的“功能意念项目表”和“话题项目表”中的项目,运用所学语言知识,进行得体的语言交际。
4. 能读懂难度相当于七级水平的不同体裁的语言材料,获取和处理主要信息,理解文章主旨和作者意图;能依据文章线索进行推理判断;并能根据上下文猜测生词的词义。
5. 能写出常见体裁的应用文,如书信、通知和日记等;能根据文字及图表所提供的信息对人物或时间进行简单描述。词数100左右。

根据国家课程标准的要求和学业水平考试的性质,结合我区普通高中英语教学的实际状况,英语科测试参照《普通高中英语课程标准(实验)》七级目标实施命题。考试成绩划分为通过、未通过两个等级。通过等级的定性标准为:
1. 基本能在具体语境中分析、解决词汇和语法知识等问题;
2. 基本掌握阅读技巧,能运用所学的词汇和语法知识阅读有关日常生活、兴趣爱好、风俗习惯和科学文化等方面话题的文章,理解正确率达到60%以上;
3. 根据提示,能写出如书信、通知和日记等常见体裁的应用文;能根据文字及图表所提供的信息对人物或事件进行简单描述,完成简单的写作任务。在写作过程中,能做到标点符号、格式正确,语句通顺,内容连贯,结构完整,无太多的单词拼写和语法错误,具备一定的可读性。

The New York Public Library, in the heart of the city at 42nd Street and 5th Avenue, may have to close its doors.
The library is one of New York’s most beautiful and valuable buildings. Even though it is in the busiest part of the city, it has grass and trees around it, and benches for people to sit on. If you ask someone why he or she wears clothes, the answer will probably be "to keep warm and to cover my body". These are the basic reasons why clothes are worn, but people also want to look attractive and appear successful to others.
